Noblesville Police Chief John Mann Announces Retirement

A changing of the guard is underway at the Noblesville Police Department. Chief John Mann will retire in October, and Assistant Chief Brad Arnold will step into the role of Chief of Police. Deputy Chief Eric Cunningham will be promoted to Assistant Chief, while Deputy Chief Corey Everhart will transition to lead the Criminal Investigations Division.

Chief Mann was appointed by Noblesville Mayor Chris Jensen in January 2020. Prior to that, he served nearly 30 years with the Indianapolis Metropolitan Police Department.

“I have been so blessed to be a part of the Noblesville community and work alongside some very special men and women of the Noblesville Police Department,” Mann said. “Noblesville is a special place, and I want to thank Mayor Jensen for this great privilege to serve. I’ll miss our NPD family, and I know that under the leadership of Brad Arnold, we will continue to serve this community with high standards and honor. P.S. I will miss the firefighters too.”

During his tenure, Chief Mann prioritized innovation and officer wellness. In partnership with the Noblesville Fire Department and the mayor’s office, he helped launch NobleACT — a proactive mental health initiative designed to strengthen community-based response through collaboration with local police, fire departments, and area service providers.

As part of NobleACT, three K-9 therapy dogs — Luna, Carbon and Sadie — respond to calls and support first responders. Mann also championed mental and physical health for officers, leading efforts to implement “The Noblesville Way,” a philosophy focused on service with pride, integrity, and honor.

Since 2020, the department has expanded its community engagement, working closely with neighborhood groups and civic organizations.

“Chief Mann has served our community with integrity, commitment and strong leadership for the past five years,” Mayor Jensen said. “He has made NPD a place where officers want to come to work, with a strong focus on community policing and teamwork.”

Jensen added that Mann’s presence will be missed, but the department remains in capable hands. “We look forward to continuing to support and collaborate with Assistant Chief Brad Arnold in his new role,” he said. “Arnold will continue to serve the city of Noblesville well, just as he has for the past three decades.”

Today, the Noblesville Police Department employs 111 sworn officers, 14 civilian staff, five patrol K-9 units, and two K-9 therapy dogs. The department was recently named the 12th Safest Suburb by SmartAsset and has earned numerous accolades — including School Resource Officer Jason Shonkwiler being named Indiana’s SRO of the Year.

Looking ahead, the city is designing and building a new police station to meet the department’s growing needs.
